Terracotta Biennal is an action created inside the project COOP'ART, formed by la Bisbal d'Empordà's town hall, Terracotta Museum and twelve other partners, and framed inside the European Programme POCTEFA for regional cooperation. This event is supported by the local Potters Association.

COOP'ART (EFA219/16) is a project developed by several French and Catalan partners as a way to foment shared strategies for innovation and sustainable development in craftsmanship inside the European Programme POCTEFA for regional cooperation, created to bolster the sustainable development of the border region shared by these countries, in which they co-found cooperation projects that affect both sides of the border and that are also managed from both sides of the Pyrenees. this is why, the participation of pottery artisans in the biennial will be a reality that encourages and promotes exchange across the border.

The project has a 65% co-founding by the European Fund for Economic and Regional Development (FEDER) through the Interregional Programme V-A Spain-France-Andorra (POCTEFA 2014-2020). POCTEFA's main goal is to reinforce economical and social integration throughout the border region between Spain, France and Andorra. Its main focus of action is developing social, economical and environmental activities in all the region through common strategies that favour the sustainable development of the area.
